At Reds10, our relationship with the Ministry of Justice (MoJ) goes back many years and is built on trust, shared purpose and a long track record of delivering high quality, resilient infrastructure across the UK. From Kent to Northumberland, we have worked closely with the MoJ to modernise and expand the estate through fast, dependable solutions that support both rehabilitation and operational efficiency. As specialists in Category C and Category D environments, our work spans not only accommodation but also the delivery of ancillary buildings, workshops and supporting spaces that keep prisons functioning safely and effectively.

That experience placed us in a strong position to support one of the MoJ’s most ambitious accommodation initiatives: the Rapid Deployment Cells (RDC) Programme. Designed to relieve capacity pressures across the estate, the programme required a partner capable of delivering at speed, at scale and to consistently high standards, all while minimising disruption to live operational environments. Reds10’s Category 1 Modern Methods of Construction (MMC) approach proved ideally suited. From our advanced manufacturing facility in Yorkshire, we have been able to produce fully compliant, energy efficient, repeatable units that can be deployed quickly and safely across multiple sites.

The RDC units are designed and manufactured to meet all current Building Regulations, British Standards and Codes of Practice. Each module forms its own fully compliant thermal envelope and is fitted out with pre finished wall boards, vinyl flooring, fixed bedroom furniture and a complete ensuite bathroom. All units are equipped with modern electrical systems, energy efficient heating and cooling via air source heat pumps, and integrated pathways for fire alarms, CCTV, cell call, data and TV. This high level of pre manufactured value ensures the product is both robust and rapidly deployable, enabling prisons to expand capacity with minimal impact on day to day operations.

Over the course of the programme, Reds10 has delivered units into sites across the country and has continually refined the RDC product based on operational feedback. This has included enhancements to privacy, improvements to joinery and materials, strengthened cell call and security systems, more durable gantry flooring, and energy efficiency upgrades aligned with Part L 2021 standards. Each tranche of works has provided opportunities to fine tune the design, resulting in a product that is increasingly resilient, efficient and operationally aligned with MoJ needs.

Delivering Projects Nationwide

Our work as part of the RDC programme spans a diverse range of sites and conditions. Several recent projects highlight the unique strengths of our delivery model and our ability to respond to different operational and technical challenges.

HMP Haverigg, Cumbria

One of the standout achievements of the programme was our work at HMP Haverigg, a Category D prison where we successfully delivered 60 much‑needed new prison cells. The wider scheme comprised 82 single‑storey modular units delivered at exceptional speed, including a record‑breaking installation of 22 units in a single day.

By landing the multi‑bay units ahead of schedule, we accelerated progress and enabled early completion of critical accommodation. This project exemplifies how industrialised construction can transform delivery timelines for essential public infrastructure.

HMP Channings Wood, Devon

At HMP Channings Wood, we recently installed 30 new prison spaces as part of the RDC programme, completing the installation phase in just six days. Challenging ground conditions required adaptive planning and close collaboration with the prison to ensure safety, efficiency and continuity of operations.

Our teams exceptionally worked through a weekend to minimise disruption, demonstrating our commitment to operational sensitivity within active custodial environments. The project is now progressing through final gantry installation and commissioning, marking another high‑impact milestone in our MoJ delivery portfolio.

HMP Holme House, Teesside

Another key project within the programme was completed at HMP Holme House, where we delivered 21 new prison cells and associated ancillary units. As one of several successful RDC schemes delivered over the past two years, this project directly supports the MoJ’s efforts to increase capacity, reduce strain on existing facilities and improve living conditions across the estate.

With many more RDC schemes underway and planned, Reds10 continues to play a central role in building secure, sustainable and future ready justice infrastructure.

A Programme Built on Partnership and Progress

Today, thousands of RDC units have been procured across the MoJ estate, with many already fully operational. Reds10 remains a key delivery partner in this national programme, and we continue to support its evolution through ongoing innovation, lessons learned and commitment to continuous improvement. Our design refinements, including enhanced privacy features, upgraded ventilation and improved durability, reflect a deep understanding of how custodial environments operate and what residents and staff need to feel safe, supported and secure.

With three live projects currently on site and more entering the pipeline, our partnership with the MoJ continues to grow.
